O teacher salary floor has been reset to BRL 2,557.74, as of January 1, 2019. The Ministry of Education announced the readjustment of 4.17%, as determined by Article 5 of Law No. 11,738, of July 16, 2008. The value corresponds to the initial salary of public teaching professionals in basic education, with secondary education, normal modality, 40 hours a week.
The salary floor was established by Law No. 11,738 in compliance with the provisions of the Federal Constitution, in article 60, item III, item “e”, of the Transitory Constitutional Provisions Act. According to the device, the national professional salary base for public teaching in basic education is updated annually in January, starting in 2009.

In the sole paragraph of the article, it is defined that this update will be calculated using the same growth percentage of the Minimum Annual Value per Student (VAA) referring to the initial years of urban elementary education, defined nationally, pursuant to Law No. 11,494, of June 20, 2007.
In accordance with current legislation, the update reflects the variation in the VAA defined nationally in the Maintenance Fund and Development of Basic Education and Valuation of Education Professionals (Fundeb) of 2018, compared to the value of 2017.
In this way, the calculation is made with the variation between the Interministerial Ordinance MEC/MF nº 6, of December 26, 2018, with VAA of BRL 3,048.73, and Interministerial Ordinance MEC/MF No. 08, of November 29, 2017, with VAA of BRL 2.926,56. With the calculation, the MEC reached a variation of 4.17%, which should be applied to the value of the National Professional Wage Floor (PSPN) of the previous year, in this case in 2018, of R$ 2,455.35.
The proposed methodology is to use the VAA growth percentage, with reference to the two fiscal years immediately prior to the date on which the update should occur. Technical Note No. 36/2009, by the Attorney General's Office, accompanied this understanding.
According to the MEC, this format for correcting the minimum wage has been used since 2010. As until now there have been no express changes in the Law, as well as in the calculation method, it is understood that the methodology for constituting the PSPN variation percentage is maintained.
