Public schools must offer a career plan that stimulates the performance and development of teaching professionals, to the benefit of the quality of education school, in addition to ensuring adequate remuneration, integration between individual work and a pedagogical proposal that involves improving the quality of teaching and learning.
These are the main guidelines of the proposal approved, this Wednesday (18), by the Constitution and Justice Committee (CCJ) of the Federal Senate, which establishes general rules for valuing professionals in public basic school education, such as career plans and working conditions work.

No. 88/2018, the Chamber Bill (PLC) was presented by senator Professor Dorinha Seabra (União-TO) when she was a deputy, having Senator Efraim Filho (União-PB) as rapporteur, who maintained the text as it came from the Chamber of Deputies and rejected the amendments from the Education Committee (CE). Now, the PLC goes to the Plenary for consideration.
In the rapporteur's assessment, the different approaches to valuing the category in the project constitute not only the right of professionals, but also of students and society in general. “The project deals with continued training, which must be provided for in a permanent planning program multi-year period, and working conditions essential for the success of the teaching-learning process”, she argued. At the same CCJ meeting, the senators also approved the PLC's urgent request presented by Efraim which, if approved in the Plenary, should waive deadlines and formalities.
On that occasion, when commenting on the proposition, Senator Professor Dorinha pointed out that, when “developing the career, it is the municipalities that will look at their conditions and functioning”.
The parliamentarians' idea, in relation to the initiative, is to offer education professionals training continuous, which must have permanent updating, accompanied by working conditions that favor the educational process.
Only for competition – Another assumption highlighted by the PLC is that entry into the profession must occur exclusively through competitive examinations and qualifications, while the Career progression must involve requirements that encourage the development of educators, such as qualifications, permanent updating, professional experience and attendance.
Finally, the text of the project provides that the category is subject to a 40-hour working week, with part of this period being allocated to studies, planning and evaluation. In the case of the minimum period of teaching experience, so that the teacher can perform other teaching functions, this will be two years.
The legislative matter also provides that bonuses may be set for activities that go beyond those relating to the role, for example, acting in management and pedagogical coordination, teaching in special classes or in difficult places access.
