The General Government was created in Portugal, by order of King D. João III in 1548, to centralize the administration of the colony. For this, some positions were also created: General Governor, responsible for the administration of the entire colony; Chief Ombudsman, took care of legal matters; Chief ombudsman, he took care of financial affairs; Captain-major, took care of the colony's defense.
The General Government was created to replace the Hereditary Captaincies, which did not provide the expected return.
In 1549 Tomé de Sousa (1549-1553) arrived in Brazil, appointed by the king of Portugal as Governor General, along with him arrived the first Jesuits led by Manoel da Nóbrega. During the government of Tomé de Sousa the capital was built and named Salvador.
The highlight of the government of Tomé de Sousa was the creation of the first bishopric in Brazil, in the city of Salvador. He also created incentives for the development of livestock and mills in Brazil.
The second Governor General was Duarte da Costa, who ruled from 1553 to 1558. During his government, the law was changed and any indigenous person was allowed to be enslaved, with this the hostility of indigenous peoples increased.
The third Governor General was Mem de Sá, who ruled from 1558 to 1572. He expelled the French who invaded Guanabara Bay, after which the city of Rio de Janeiro was created, as a protection against future invasions.
With the departure of Mem de Sá as governor, the Portuguese Crown continued to notice numerous administration problems, for this ordered the division of the government into Government of the North, with the capital in Salvador, and Government of the South, with capital in Rio de January.
