Starting this week, schools, clubs and recreational associations across the country should develop measures to raise awareness, prevent and combat bullying. The law establishing the so-called Program to Combat Systematic Intimidation was sanctioned last November and provides for the educational campaigns, in addition to psychological, social and legal guidance and assistance to victims and aggressors.
The text establishes that the objectives proposed by the program can be used to support the actions of the Ministry of Education, from the state and municipal secretariats of education and also from other bodies to which the matter concerns. Among the actions planned is the training of teachers and pedagogical teams to implement actions for discussion, prevention, guidance and problem solving.
Also according to the legislation, the punishment of aggressors, in cases of bullying, must be avoided as much as possible, "privileging alternative mechanisms and instruments that promote effective accountability and behavior change hostile".
The text characterizes bullying as any intentional and repetitive act of physical or psychological violence, which occurs without evident motivation, practiced by an individual or group, against one or more people, with the objective of intimidating or assaulting her, causing pain and anguish to the victim in a relationship of power imbalance between the parties involved.
The forecast is that bimonthly reports of occurrences of bullying will be produced and published in the states and municipalities for the planning of actions. According to the law, federated entities may sign agreements and establish partnerships for the implementation and correct execution of the program's objectives and guidelines.
