In day October 15, 1827, Dom Pedro I, Emperor of Brazil, decreed an Imperial Law responsible for the creation of Elementary Education in Brazil (from which he called “School of First Letters”), and through this decree all cities should have their first schools degree.
The decree also contained teacher salaries, basic subjects and even how teachers should be hired.
The idea, innovative and revolutionary, would have been great – had it been really fulfilled.
