The seal was invented in England in 1840 and became known as Penny Black. The intention was to charge mailings based on the weight of the letter and the distance traveled to its destination. Until that date, the charge was made upon delivery. The seal revolutionized the Post Office worldwide and we were the second country in the world to adopt this system.
